SCHOOL GOVERNANCE

Governance Structures


From January 1st, 2021 the Governance of all Ballarat Diocesan Catholic Schools rests with DOBCEL (Diocese of Ballarat Catholic Education Limited).  Bishop Paul Bird is only member of DOBCEL. 

Mr. Tom Sexton is the Executive Director of Catholic Education.

DOBCEL is a company limited by guarantee, and is a not-for-profit, non-political entity established and located in Ballarat for the purpose of carrying on and promoting the activities of the Diocese of Ballarat in connection with education.

DOBCEL through its structure, policies and processes, seeks to ensure effective governance for DOBCEL schools in accordance with Canon Law, and with the requirements of the Education and Training Reform Regulations 2017.

The DOBCEL Board includes:
The Member: the sole Member of the Board is the Bishop of the Diocese of Ballarat
Directors: no fewer than three and not more than 10
The Member appoints the Chief Executive Officer
The Directors appoint the Board Secretary; The Board Secretary and The Public Officer.

​The Principal is responsible for the management of the school. Consultation with the Canonical Administrator, Staff and Parents is sought through the Leadership Team, School Advisory Council and the Parents and Friends Association.
 
The Administration of All Saints Parish School is in full compliance with the Victorian Registration Quality Association (VRQA) and is accountable to DOBCEL and the Executive Director of Catholic Education - Mr. Tom Sexton.

Mr. Jamie Walsh is the appointed Principal from 2021. 

The Parish Priest
 continues to provide pastoral ministry in Diocesan parish schools.

The Parish Priest of All Saints Parish is Reverend Gregory A.D. Tait PP.
